Dr. Lisette Negron serves as the Assistant HR Deputy Director (Policy and Operations), Navy Sea Systems Command, Department of the Navy. Her scope of responsibility covers recruitment & staffing, classification and policy for the Field and Headquarters Activities, servicing a large workforce of 6,500 employees. She has a diverse background in supervising Federal Civil Service, US Military members, and Defense Contractors. With over 17 years of experience, including military background serving as an Executive Officer, Human Resources Officer, and Medical Regulating Officer, she has a wealth of knowledge in Human Resources, Strategy and Operations, Business Management, and Organizational Leadership.
Prior to this role, Dr. Negron served as the Classification and Policy Supervisor, where she facilitated integration of employment policies and procedures which included inter/intra-agency strategic outreach and recruitment efforts; employment and compensation policy; operational support and advisory; classification; and workforce shaping efforts. In this capacity, she expertly provided high level advisory and technical services for complex staffing and recruiting matters; strategic workforce planning; agency HR policy development and implementation for DoD Components (headquarters level and below) world-wide.
Overall, she is an enterprise leader and leads multi-disciplinary programs in the Military and in various government agencies. She delivers strategic leadership, planning, management and successfully directs all her programs under her purview, to include benefits, employee/labor relations, personnel processing, and HR information technology in the Military and in the Civil Service.
Dr. Negron has a Doctorate in Human Resources Management (2021) and a Masters in Business and Healthcare Management (2016), She is an Adjunct Professor at the Master’s Level; outside of her duties as an Adjunct, she reviews and audit undergraduate and graduate courses/curriculums and syllabus for Business and Healthcare Management courses.
